An organization can accumulate years of publishing work without yet possessing qualified organizational knowledge.
Posts, decision records, observations, outcomes, corrections, and lessons can all remain useful. Retention protects the possibility of future learning. But an archive does not prove that a lesson is supported, transferable, bounded, or likely to help a future decision.
That distinction matters because premature promotion creates false confidence. Observation is not a rule. One outcome is not universal knowledge. Correlation is not causation. Memory is not authority. Storage is not validation, and polished prose is not knowledge.
Three states, three different responsibilities
Retained work is completed material preserved for possible future use. A knowledge candidate is provisional, traceable, bounded learning that has passed qualification. Later articulated and governed knowledge belongs to later Articles in this Series.
Article #1 owns retained work → qualification → qualified candidate. Article #2 owns Knowledge Articulation. A qualification decision must never imply that an incomplete packet is ready for articulation.
Knowledge Qualification is a fail-closed decision
Knowledge Qualification happens after a completed evidence and decision cycle and before articulation. It tests whether the proposed lesson has adequate support, context, limits, provenance, prospective usefulness, and a condition for revalidation where one is needed.
It does not perform Content Capture, Editorial Review, publishing-value definition, Growth Decision Learning, final Knowledge Articulation, repository design, retrieval, reuse, or Knowledge Governance.
Build the candidate packet before judging it
A usable packet contains a provisional learning, the decision record, supporting evidence, contradictory evidence where relevant, context, limits, provenance, a future-use case, and a revalidation condition. Each part serves a different purpose.
The provisional lesson identifies what is being tested. The evidence trace shows what supports and weakens it. Context and limits prevent a local observation from becoming a universal claim. Provenance keeps the record reconstructable. The future-use case establishes why qualification would matter. Revalidation conditions keep a passed candidate open to later correction.
When required material is missing, the correct response is QUALIFICATION INCOMPLETE: identify the gap, strengthen the packet, and rerun qualification.

The sequence stays linear until the final disposition. Every stage protects the candidate from being promoted beyond what its record can support.
Five checks, one bounded disposition
A simple progression keeps the decision readable and fail-closed.
Only a qualified candidate advances. Incomplete qualification returns after the recorded gap is strengthened; retained work remains useful without lifecycle entry.
The Knowledge Qualification Framework
The five stages turn an accumulated record into one explicit, bounded disposition.
Separate the completed work from the provisional lesson being tested. If no coherent reusable lesson can be framed, retain the material as work.
Preserve supporting and contradictory evidence with its origin. Repeated wording does not become repeated evidence.
Record audience, situation, constraints, exceptions, uncertainty, and applicability boundaries.
Name a credible future decision where the lesson may help without claiming universal applicability.
Choose one result: qualified candidate, qualification incomplete, or retain as work only. Only the qualified candidate advances.
Worked example: a recurring explanatory format
A fictional publishing team reviews three decisions and notices the same pattern: a recurring explanatory format appears to have helped a defined audience complete a particular next step. A fourth review contradicts that pattern. The evidence also comes from specific distribution conditions, so it does not prove that the format itself caused the result.
The useful question is not, “Does this format always perform better?” It is narrower: is there enough evidence to preserve this as a lesson worth testing again under comparable conditions? The team frames that bounded lesson, attaches both the supporting and contradictory evidence, preserves the audience and distribution context, records the measurement limits and lack of causal proof, and identifies a future decision where the pattern could be tested again. If those pieces are strong enough, the result becomes a qualified knowledge candidate rather than a universal claim about the format.
Contrast the outcomes
RETAIN AS WORK ONLY: the material may still be useful as a record, but there is not yet a defensible lesson worth carrying forward.
QUALIFICATION INCOMPLETE: there may be a useful lesson, but important evidence, context, limits, provenance, future use, or revalidation conditions are still missing. Record the gap, strengthen the packet, and run the qualification again.
QUALIFIED KNOWLEDGE CANDIDATE: the lesson has enough evidence, context, limits, provenance, future usefulness, and revalidation conditions to justify moving forward. Article #2 can then make that learning explicit and independently inspectable.
Practical application
Select one completed publishing, evidence, or decision record. Start by writing the lesson you think it contains. Attach the evidence that supports it and any evidence that contradicts it. Record the context in which it was observed, the limits of what the evidence can support, where the information came from, and a future situation in which the lesson might be useful. Then note what would cause you to reconsider it. Now decide what the material actually deserves to become: it may remain useful work, it may need more evidence or context before qualification is complete, or it may be strong enough to become a qualified knowledge candidate.
You do not need special software. A plain document is enough if another person can reconstruct what happened, what lesson you are proposing, what the evidence supports, what it does not support, and why you made that decision.
Knowledge Qualification checklist
Use these six checks before assigning a disposition.
- Is the provisional lesson distinct from the completed work? State the proposed learning separately from the activity, output, or outcome that produced it.
- Can supporting and contradictory evidence be traced? Preserve origins and include evidence that weakens the candidate, not only evidence that supports it.
- Are context, uncertainty, exceptions, and limits preserved? Keep the circumstances that prevent a bounded lesson from becoming an unsupported generalization.
- Is provenance reconstructable rather than dependent on memory? Another reviewer should be able to recover where the record came from and how it changed.
- Is there a credible, bounded future-use case? Name a real prospective decision without claiming the lesson will apply everywhere.
- Is the disposition justified, with gaps and revalidation conditions recorded? Explain why the packet passes, returns for strengthening, or remains retained work.
